I know some people disagree, and others are a bit confused about why I
wasn't keen on a closed mailing list hosted by the PHP project for this.
Here is what I sent a couple of days ago as what I thought the path
forward should be for this effort:

At this point I would suggest a couple of things.

1. Get an initial draft done. It looks like you have a lot of it already.
2. Stick it on the wiki, post it to internals, write up a frontpage
blurb for it and invite people to comment on it on your mailing list
3. Keep the mailing list open

For better or worse, we are an Open Source project and we decided long
ago to be open and transparent. Yes, this is often painful. We have to
deal with the crazies, with the people who disagree with us, with the
righteous assholes, the smart assholes and the stupid assholes. But
every now and then you get some amazing contributions and you build a
real inclusive community in the process. This approach is after all why
you and everyone else are here. We can't have it both ways. "Oh cool,
I am in, now let's shut the door so all these idiots out there can't get
in and ruin my fun."
